The LICARD System is an exemplary success story of a business grown from a small-sized regional project into one of the largest systems providing regional, multi-regional and international card-based fuel payment services.
1996 sees the beginning of the LICARD System. This year sees the LICARD System being piloted at LUKOIL Service Stations in Volgograd. The success of this project demonstrated the benefits of and laid the foundation for cashless payments in the Russian fuel market.
1997 – The first regional unit of the LICARD System is opened in Volgograd.
1998 – The LICARD System is launched and deployed in Azerbaijan and the first foreign representative office is opened in Baku.
1999 – LUKOIL-Inter-Card is formed to manage and develop the LICARD System. The company’s flagship product, the LUKOIL Fuel Card, is devised as a card issued to corporate customers for their fuel purchases at the Service Stations.
Representative offices located in the 13 largest cities in Russia are now merged in the company.
The LICARD System becomes the number 1 system in Russia as measured by the number of the Service Stations which accept Fuel Cards as a form of payment for oil products.
2001 – The first LICARD Bonus Cards are issued to individuals.
Card acceptance begins at the Service Stations of LUKOIL-Nizhnevolzhsknefteprodukt OOO.
2002 – The LICARD System is launched in Ukraine. A representative office is opened in Kiev.
2002 - The LICARD System is launched in Belarus. A subsidiary company, LUKOIL-Inter-Card-Bel, is opened in Minsk.
2003 – The first region-level cards are issued. Similar to the LUKOIL Fuel Card, these cards (LICARD Litre Card and LICARD Economy Card) are issued to individual customers.
2004 – The LUKOIL Fuel Card is now accepted at more than 1,600 Service Stations in the territory of Russia and CIS countries.
The Bonus Card is accepted at more than 20 regions in Russia.
The first LICARD Discount Cards are issued to individuals allowing purchases of fuel, products and services at discounted prices.
2007 – LUKOIL-Inter-Card has issued in excess of 2 million cards.
The LICARD Discount Card has the largest acceptance throughout Russia being welcome at over 1746 Service Stations.
Commencing July, the LICARD Discount Card is accepted at the LUKOIL Service Stations in Ukraine and Belarus.
Every day sees a new Service Station being equipped with the LICARD System terminal and accepting the LICARD System cards.
2009 - In order to support the LICARD system operation and development in Serbia and following the LUKOIL OJSC Management decision the LICARD Serbia d.o.o branch company was established in Belgrade in March.
SMEFC pilot project was successfully launched in Czech in October. In order to support the LICARD system operation and development in Turkey and following the LUKOIL OJSC Management decision the LICARD Eurasia Limited Company was established in Istanbul, Turkey, in December.
During this year the DKV fleet cards acceptance at the LICARD System terminals within the LUKOIL service stations network in Poland has been extended.
2010 - The LUKOIL Fleet Cards are accepted at over 3,500 service stations within the territory of Russia and abroad.
During this year the area of the Loyalty Programme occurrence was extended by incorporation of Yuozhno-Rossiyskiy, Uralskiy, Nizhnevolzhskiy Regions. The Programme appropriated staunch supporters in Privolzhskiy and Severo-Zapad Regions whereas in the adjacent countries,Turkey and the Ukraine, supporters of the Programme were even more numerous.
Final migration from discount cards to the LUKOIL Loyalty Programme cards was accomplished in July.
